Plug-in solar in New Zealand is not yet legal, but it just moved a long way closer. On 30 July 2026, the Ministry for Regulation released its Sector Review Report into residential and small to medium-scale solar, and one of its fifteen recommendations is to legalise plug-in solar. Minister for Regulation David Seymour has welcomed the recommendation. Cabinet still has to decide on it, and the Electricity Authority still has its own independent process to run, but this is the clearest signal yet that the rules are about to change.

So we want to walk you through what the report actually says, in plain English, without overselling it.

What the review recommends
Plug-in solar has been illegal in New Zealand since 2012, when a notice banned the type of plug-and-socket inverter that plug-in systems use. That notice was written before modern microinverters, with their built-in safety protections, existed. The review calls this out directly: it recommends legalising plug-in solar because current settings can't point to a good reason for keeping it banned.
The plan is to amend three things: the 2012 notice that currently bans these inverters, the wider Electricity (Safety) Regulations 2010, and to develop a dedicated safety standard for plug-in systems specifically. The agencies doing this work are the Ministry of Business, Innovation and Employment, WorkSafe, and the Electricity Authority, with an expected timeframe of 9 to 12 months for this particular recommendation.
Seymour framed the case simply: "if they're good enough for Germany and the UK, they're good enough for us."
That's a fair summary of the international evidence the review draws on. Germany has over a million plug-in installations with a clean safety record for panels-only systems. The United Kingdom has been rolling out its own version since March 2026, using a "connect and notify" model that let households install first and tell their network operator afterwards, backed by strong public support in its own consultation.
What's still open
It would be easy to read the headlines and assume plug-in solar is legal from today. It isn't, and it's worth being precise about why.
First, this is a recommendation, not a decision. Cabinet has to consider it, and the Electricity Authority is legally independent, meaning ministers can't simply direct it to act. Second, the safety standard itself hasn't been written yet. The review is honest that some technical questions specific to New Zealand still need work, including how plug-in systems interact with New Zealand's electrical earthing setup and the range of wiring conditions in existing homes, which differ from the European systems most of the international safety data comes from. Third, matters like maximum system capacity and exact inverter requirements are still to be settled, not fixed by this report.
None of that undermines the core finding. It just means the sensible expectation is a clear legal pathway some time in late 2026 or 2027, not overnight legalisation.
Why this matters for renters and small households
The review makes a point that plug-in solar exists specifically to reach the people traditional rooftop solar can't: renters, apartment dwellers, and anyone who doesn't own the roof over their head. Right now only 3 to 4 percent of New Zealand households have solar, well behind Australia's 30 percent, and one of the reasons is that the current system was built around permanent installations with licensed electricians, not simple plug-in kits.
Across the full package of fifteen recommendations, the Ministry estimates net benefits of $28 million to $50 million over ten years, largely through faster approvals and lower compliance costs, with plug-in solar contributing to that picture.
